Oman has no program of checks and balances, and therefore no separation of powers. All electrical power was concentrated in the Sultan all through his reign, and he served as Main of personnel with the armed forces, minister of defence, minister of foreign affairs and chairman of the board of the Central Financial institution of Oman.(graph theory)
